Gee, any surprise the houses are on supports above ground level?
That's what happens when you live below sea level.

I think Baton Rouge is above sea level, but it's still real flat with alluvial soils, so flooding and subsidence can be a real problem. This pic shows the flooding after just a normal afternoon thunderstorm, so the houses up on blocks have a huge advantage during serious tropical weather.
